Please give me a working expression to whitelist all ipv4 and ipv6 ranges for an API key.
I tried with ::1;0.0.0.0 and ::1;0.0.0.0/0 but without succes

Adding 127.0.0.1 is not the answer I'm expecting, I'm really looking for a wild card expression.

The exception returned:

Unauthorized IP 127.0.0.1 for the provided API key

I see, there may be a silly bug in the code for the * shortcut.
Can you try *.*.*.* ?
Yes, that works. Please update your original answer :-)
I prefer to correct the code so that * works as intended.
BTW, for the current workaround to be valid with IPv6 you probably need to use *.*.*.*;*:*:*:*:*:*:*:* .
Also add the * as example in the hint above the field in Designer
